New video raises doubts about Fla. gunman's story

MIAMI (AP) ? Newly released police video of a handcuffed George Zimmerman may be important for what it doesn't show: No obvious cuts, scrapes, blood or bandages. No clearly broken nose. No plainly visible evidence of a life-and-death struggle with Trayvon Martin.

As the furor over race and self-defense raged on in Florida and around the U.S. on Thursday, Martin's family and supporters seized on the footage to dispute Zimmerman's claim that he shot and killed the unarmed black teenager after the young man attacked him.

While cautioning that the video is grainy and far from conclusive, some legal experts agreed it does raise questions about Zimmerman's story. The video was made about a half-hour after the shooting Feb. 26.

"It could be very significant," said Daniel Lurvey, a former Miami-Dade County homicide prosecutor. "If I were the prosecutor, it would certainly be Exhibit A that he did not suffer any major injury as a result of a confrontation with Trayvon Martin."

Zimmerman attorney Craig Sonner said on NBC's "Today" show that the footage appears to support his client's story in some respects.

"It's a very grainy video. ... However, if you watch, you'll see one of the officers, as he's walking in, looking at something on the back of his head," Sonner said. "Clearly the report shows he was cleaned up before he was taken in the squad car."

Zimmerman, a neighborhood watch volunteer in the town of Sanford, told police he shot the 17-year-old Martin after the young man punched him in the nose, knocked him down and repeatedly slammed his head against a sidewalk.

The Sanford Police Department video begins at 7:52 p.m., about 35 minutes after the shooting, as Zimmerman arrives at the station. It shows Zimmerman's head and face as he gets out of a police car.

There is no obvious wound on his head or blood on his clothing, and there are no indications of a broken nose ? which Zimmerman's lawyer has insisted he suffered. He walks briskly, smoothly and unassisted.

"The explanation he is relying on is that there was a physical altercation," said Kendall Coffey, former U.S. attorney in Miami. "The intensity of the physical conflict is critical to his self-defense claim."

Benjamin Crump, an attorney for the Martin family, said the footage directly contradicts Zimmerman's story: "There are no marks on his face. There is no blood on his face. It's not like he's dazed or he has been injured."

Yet Ron Martinelli, founder of a California forensic consulting firm, said that Zimmerman was probably cleaned up when he was treated by paramedics at the scene and that in many cases there is no significant visual evidence of an injury.

"It really depends on how did the head strike the concrete? Did he get hit straight on in the face? Did he get hit with a fist or a backhand?" Martinelli said. "The video proves absolutely nothing."

Investigators have not released any paramedic or hospital records on the gunman. The video, as well as a photo of Zimmerman on the website of a company where he worked, show a slim man, a sharp contrast from the widely used 2005 booking photo from an arrest in Miami Dade County.

The police report said that Zimmerman was found bleeding from the nose and the back of his head, and his back was wet and covered in grass, as if he had been lying on the ground. He was given first aid at the scene. According to his lawyer, he also went to the hospital the next day.

Zimmerman, whose mother is Hispanic and whose father is white, has not been arrested, despite demands from black leaders and others that he be charged with murder or manslaughter. But a special prosecutor appointed by the governor is investigating, along with state and federal authorities.

David O. Markus, a prominent Miami defense attorney, said that an actual fight does not need to take place for someone to claim self-defense under Florida's Stand Your Ground law, which gives wide leeway to use deadly force and eliminates a person's duty to retreat in the face of danger.

The video is yet another forensic challenge for investigators trying to unravel the case. Other key pieces of evidence include:

?The 911 call made by a woman who told a police dispatcher she could hear someone screaming for help, followed by a gunshot. The screaming voice can also be heard on the recording. Zimmerman told investigators it is his voice, but Martin's parents believe it is their son's. Martinelli said that investigators could do voice comparisons but that screaming is difficult to duplicate and match.

?A 911 call made by Zimmerman in which, to some people, he seemed to utter a racial slur while following Martin in his SUV. The raw recording is far from definitive. But recordings can be enhanced, and if Zimmerman did utter a slur, that could be evidence of racial bias and lead to federal hate-crime charges.

? The autopsy report, which has not been released. That could shed light on whether the angle of the bullet wound in Martin's body is consistent with Zimmerman's account of the confrontation.

Bacteria could be significant cause of OCD

How many cases of obsessive-compulsive disorder in children are caused by bacteria? The US National Institute of Mental Health intends to find out, and to test whether antibodies will cure it.

Streptococcus bacteria, which cause "strep throat", scarlet fever and other infections, evade the immune system by making surface proteins that mimic human ones. The immune system eventually catches on and makes antibodies to the proteins ? but these can then attack human tissue including the heart, joints and brain. This has long been known to cause heart disease and a nervous disorder called Sydenham's chorea.

In children, it emerged several years ago that this attack on the brain can inflame brain structures called the basal ganglia, and may precipitate a syndrome whose symptoms include obsessive thoughts and compulsive rituals, identical to the psychological condition obsessive-compulsive disorder.

The NIMH has now launched a project to find such cases and improve diagnosis and treatment, including a study to see how well IVIG, a human antibody treatment used to dampen autoimmune reactions, reverses the syndrome.

It also wants to find out how many such cases are related to strep infections, or if there are other causes. The NIMH has now put out guidelines for diagnosing Sydenham's chorea whenever it appears, whether or not the child is known to have had a recent strep infection. Tracking all cases this way should allow researchers to investigate causes more thoroughly, as well as diagnostic signs, and treatments.

Fiji takes control of national airline from Qantas

WELLINGTON, New Zealand (AP) ? Fiji's military government says it is taking control of the country's national carrier Air Pacific from Australian company Qantas.

The government of Commodore Frank Bainimarama has issued a decree saying that all Fijian-registered carriers must now be owned and controlled by Fijian nationals.

Fiji already owns a majority stake in the airline, holding 51 percent of it while Qantas owns 46.3 percent. But Fijian Attorney General Aiyaz Sayed-Khaiyum said Qantas since 1998 has exercised effective control over the carrier because Qantas-appointed board members enjoy supermajority and veto rights.

Qantas said it would issue a statement later Wednesday.

"It's an open secret that Qantas has proposed to sell their stake to the Fijian government," said Sayed-Khaiyum.

He said the two groups haven't been able to agree on a price and that Fiji is hoping Qantas will agree to a binding independent valuation of its stake. He added the decree has nothing to do with the potential sale.

However, the Fijian government's latest move could negatively impact the value of the stake to Qantas and to any interested third parties.

In a question-and-answer statement on the change, the Fijian government said it is "false and misleading" to think Fiji is nationalizing the airline and depriving Qantas of its shareholder rights.

Qantas will retain its ownership stake and its right to dividends, according to the Fijian government, but will no longer be able to exercise control over the annual operating budget, the appointment of the airline's chairman, the addition of new routes or a host of other management decisions.

Fiji claims Qantas has been directly competing with Air Pacific through Qantas's wholly owned subsidiary, Jetstar.

Air Pacific is responsible for carrying more than 70 percent of visitors to Fiji, the government said, making it a vital part of the tourism industry, which accounts for one-third of the Pacific island nation's economy.

Sayed-Khaiyum said Fiji has recently extended its diplomatic relations with a number of countries and would like to have the ability to fly to new places.

"We want to be able to expand beyond our region," he said.

In its last financial year, Air Pacific Group, which also owns a stake in a Fijian resort, reported an after-tax profit of 25 million Fijian dollars ($14 million) on revenues of 587 million Fijian dollars ($328 million).

Bainimarama has promised to oversee a process to introduce a new constitution to Fiji and to hold democratic elections in 2014.

Brazil to bring first charges over dictatorship violence

BRASILIA (Reuters) - Brazilian prosecutors said on Tuesday they would file charges against a retired colonel over the disappearance of five guerrillas during the 1964-1985 military dictatorship, the first such case to be brought against any military officer from that era.

Rights group Human Rights Watch said the decision was a "landmark step for accountability in Brazil".

The charges will be brought against Colonel Sebastiao Curio Rodrigues de Moura, who commanded troops that carried out the kidnapping and torture of five members of the Araguaia guerrilla movement in the Amazon that was fighting to impose communism, federal prosecutors said in a statement.

The colonel, then a major and known simply as Curio, was a notorious and ruthless figure from the dictatorship which began after a military coup. He took over the running of the region in the Amazon where his troops were stationed and earned a fortune overseeing artisanal mining.

The prosecutors said Curio's troops kidnapped the five Araguaia combatants in 1974 and tortured them at military bases under his command.

The five were never seen again.

"The violent conduct of kidnapping, assaulting and executing opponents of the military government regime, though carried out under the pretext they constituted measures to re-establish national peace, consisted of thoroughly criminal acts, violating human rights and legal order," the prosecutors said.

The charges follow an investigation of the alleged crimes that began in 2009.

Curio, 77, has more recently served as a federal congressman. He could face two to 40 years in prison if convicted.

Brazil's military dictatorship was less murderous than those in Argentina and Chile, but the country's leadership has been criticized for the timid steps it has taken to shed light on state crimes of that era and bring the perpetrators to justice.

"The decision by federal prosecutors to bring charges against a retired military officer for grave abuses committed in the 1970s is a landmark step for accountability in Brazil," Human Rights Watch said in a statement.

AMNESTY LAW

Military personnel have escaped punishment for dictatorship-era crimes due to an amnesty law enacted before democracy was restored.

But a 2010 ruling on the Araguaia kidnappings by the Inter-American Court of Human Rights said Brazil must investigate the crimes and identify and punish those responsible.

There has been growing momentum in Brazil to repeal the amnesty law, with the fate of many disappeared still unknown. Around 475 people are estimated to have been killed or disappeared never to be seen again during the dictatorship.

The issue is a delicate one for Dilma Rousseff, Brazil's first woman president, who was herself a left-wing combatant during the dictatorship and was subjected to torture at the hands of the military during three years of imprisonment.

There is strong resistance among the military against repealing the law. The military says its actions saved Brazil from a communist revolution, and Rousseff has been careful to avoid creating the perception she is out to avenge the wrongs she suffered.

Prosecutors say the 1979 amnesty law is not applicable in the case of the five combatants because no information had been offered about their fate and their bodies had not been found.

The five disappeared, three men and two woman, were named as Maria Celia Correa, Helio Luiz Navarro Magalhaes, Daniel Ribeiro Callado, Antonio de Padua Costa and Telma Regina Cordeira Correa.

Plans for a Central Coast Retail Cluster | Retail ... - Business Insider

Why is it that one of our largest industries and greatest employers on the Central Coast has no body to represent it at a regional level? This is the question we at Business Insider have been pondering and have decided to research and do something about by sowing the seeds to create a Central Coast Retail Cluster.

What we have found in our research

The only body currently representing retailers is the Australian Retailers Association (ARO), which has a NSW division. Executive Director, Russell Zimmerman told me yesterday that both Sydney and Melbourne have established local Retail Advisory Groups but to his knowledge no regional centre had done so. NSW Trade & Investment confirmed this to be true in the case of NSW.

?Problems for retailers are the same across the board,? said Zimmerman, citing the following as the top 3 issues raised by Australian retailers:

1. Employee relations & compliance

2. Tenancy costs

3. Education and training

He said the ARO runs regular training sessions on the Central Coast and in the Hunter.

Director of the Hunter Business Chamber and owner of Australia?s largest hobby retailer ? Frontline Hobbies in Newcastle ? Colin Scott, said there is no Retail body in the Hunter and retailers? needs are looked after by the ARO and the business chamber, which as a body representing business over a vast region is largely dominated by the mining sector.

Both Zimmerman and Scott agreed that such representation was inadequate to look at local needs such as tenancy, infrastructure and freight issues, all significant issues for retailers on the Central Coast.

Can retailers have faith in the current system?

Retailers are expected to have faith in systems, some which have been found to have glitches in the past. In January this year for instance, the Fair Work Ombudsman admitted publicly that glitches in its online pay calculator between July and December 2011 caused almost $600,000 of inadvertent underpayments to 750 retail workers nationally. For the small retailer, this type of error can spell disaster due to the need to make back payments.

The power of the industry cluster

There?s no doubt that different industries have different needs. The benefit in forming Industry clusters is that they have the power in their numbers to listen to members? industry specific needs, understand regional needs like no business chamber, national body or even State body ever could, and lobby collaboratively for changes to business-breaking legislation, tenancy costs, freight and infrastructure issues at a local level. We are seeing an increasing number of industry clusters forming on the Central Coast in the areas of manufacturing, innovation and social media. Why not a Central Coast Retail Cluster?
